Is it possible to set up RSGallery2 so users can set up their own galleries in parent galleries other than "TOP" or other galleries they have already created?

I maintain a site consisting of a series of hiking trails, with galleries for each major trail and subgalleries for each subtrail (called a "segment").  I use these galleries/subgalleries as categories/subcategories (oh, how nice it would be to have real categories/subcategories that are not themselves contaiiners for images!), and users would ideally upload their galleries under one of these "pseudocategories".  As far as I can tell, what I have to do now is have users upload their galleries under "TOP" -- and I then have to continually monitor "TOP" for new user galleries and then manually move them under their appropriate subgallieries as I find them.

Is there any way to do this now, and if not, is it planned as a future enhancement?
