Title: [FIXED][SVN-580] Can't create subgallery or upload to non-owned galleries

EDITED: I am running SVN 580, and even when logged in to the front end as a Super Administrator, I cannot upload images to the galleries that I do not own individually (all non-owned galleries are greyed out in pull-down).  I haven't used the front-end upload feature in awhile, but I recall being able to upload to any gallery as SuperAdmin in an earlier version.

Also, after additional testing with a registered user account, I see that the FRONT END system also won't allow me to choose a gallery that I don't own as the parent of a new gallery.  However, I can create a new gallery using the front end at the TOP LEVEL (leave at --select gallery--), and then I can later edit the gallery and put it where I want it.

MORE: I did further research on this, created a WAMP install with an older backup of the site which used 1.14.0a (SVN 378).  In the public 1.14.0 Alpha version, I was able to add images to any gallery and create new galleries under any other gallery.  However, when I upgraded to SVN 580, the non-owned galleries were greyed out in the list for uploading new images or creating new galleries.  I checked the Access Control settings on my galleries and REGISTERED USERS should have the ability to do everything except DELETE IMAGE and DELETE GALLERY.  When I look at the non-owned gallery, there is a green U-logo on all galleries suggesting that they can UPLOAD images to this gallery.  Users can delete an image in their OWNED gallery even though DELETE IMAGE is turned OFF, which may be intentional, but they can't MODIFY any image that is not theirs, so I don't know what EDIT IMAGE feature does in Access Control.  Most importantly, they DO have all ability to alter their own galleries and images AFTER the items are created.  The Access Control settings do include the newer fields such as make and view votes, so it makes me wonder if this feature got messed up somewhere when VOTING was added to Access Control.

As I start thinking about Access Control and how the settings might affect owned versus non-owned galleries, I am hoping that this is a bug and not a new "feature."  The ability of people in a community to upload images to shared galleries is very important.  Also, the ability of a member to create an subgallery inside our gallery heirarchy is very important.

The dropdown box is fixed. It was rewritten to allow more levels and the Super Administrator check was missing.
It is in SVN 583.
