Title: 1.13.0 release proposal

How does r18 look for 1.13.0 alpha?  I realize we would be shipping with a few bugs, but this release needs to get out the door.

Developer confirmation or objection?

last change, i've removed the edit buttons from the template manager.  r24 looks good, i'll run with it.

Hold that thought...  Default template changed names from default to tables.  Just upgrading breaks things, the template must be manually changed afterwards.  Should we add an sql upgrade script to automatically change that first?

minor things:
$GlobalRev has no value yet
Tables was assigned as default, but on a server which already had an install, I did use purge everything
When no owner is selected in the backend as the owner of a gallery, no name is displayed, this should be administrator as default

Two reasons, when I first reworked the template system both default and tables existed.  Default was later dropped because it belonged to the old system.

The second reason is that there are two default templates, Tables and Semantic.

man, i'm so dumb sometimes.  templates weren't in 1.12.2 at all.  I just did an upgrade and it was fine.

added release line to changelog in r25.

branching and tagging r25 for release!
