I'm sure if a tagging sytem (Flickr-lite style is even necessary, but...)

I sat up a ne branch in SVN820

The only two things that will editted in branch will be maintence and manage tags

MUST RUN "TEST_add_tag_database.sql" in the sql directory to setup the database table. Defaults to jos_ prefix, change to match your database.

Right now its basically a modified version of gallery manager, seems like a good thing to base the backend on.  Will clean it all up when get a chance.

Can't edit tags yet, so don't try!!
