I'm using 1.12.2, but don't see the the template manager icon in the backend.

Am I missing something?

the template manager was added after the 1.12.2 release, so download the latest nightly build, that should do it

I just want to confirm - the nightly builds aren't recommended for production sites, right?

no they are not, they will contain bugs as they are under development, but you can test it and see what happens, the templating has some bugs too, so don't expect to much from it (yet)
